The Senator’s theory is that the states know better than the federal government the needs of their citizens and can use the money more frugally and efficiently. In advancing such notions, Sen. Robb enjoys the advantage of being from a state with a long tradition of making ends meet.
After all, even in the face of economic setbacks there has never been a budget deficit in Virginia; and there is unlikely to be one any time in the forseeable future.
By contrast, in Washington, the seat of the federal govemiAnt, borrowing to pay bills has become a way of life, one that costs taxpayers billions in interest that could be better spent doing things to help millions of people beyond the beltway.
