Mr. bnapiro called the case a “garden variety conspiracy.” He will be appealing the money laundering convictions, he said.
Mr. Apperson disagreed with the , “garden variety” assessment. Mr. Apperson said his office regularly prosecutes garden variety conspiracies, and they typically are of short duration. “This went on for 10 years,” he said.
“The testimony speaks for itself,” said Mr. Apperson. “This was a very egregious drug distribution network.”
The final days of the trial included testimony by a New York man, Joseph Quinones, who said he met Allison in late 1987 and began supplying him with cocaine in kilogram or half-kilogram quantities. ■ He testified that Allison was a regular customer who would purchase a kilogram every three or four weeks. "He said he was charging Allison about $22,000 a kilogram.
Quinones, a self-described retired businessman, was arrested in 1988 at the Master Host Hotel in D.C. by the Federal Bureau of Investigation after selling a kilo to someone who was himself arrested and turned informant.
