He said he would drive from New York to Florida and purchase four or five kilograms of cocaine, dropping off some to Allison in Virginia.
Allison, said Quinones, was introduced to him by “a man named Willis,” a customer of Quinones’s. “Willis told me he had a gentleman from Virginia who would be interested in meeting me, interested in selling cocaine.”
When they met, said Quinones, both “understood we were there to do business. . . .The discussion was about my selling and him buying.”
“We made arrangements to meet within a few days at the Holiday Inn off 1-66 in Manassas. I was to bring one kilo with me. Mr. Allison was to pay me,” testified Quinones.
After giving Allison a kilogram, said Quinones, “Kenny reached down and got a bag and handed it to me. I didn’t count it at the time.”
He said he sold Allison about 25 kilograms over the course of their dealings.
