VDOT asks

The Virginia Department of Transportation (VDOT) has employed a national consulting firm to assist in developing a plan to regionalize certain technical and operational functions to help VDOT better respond, economically and efficiently, to an increasingly diverse environment. It also is asking its employees for their ideas regarding the plan.
The study responds to recommendations made last year by a VDOT employee study group alter Gov. L. Douglas Wilder called for a review of V DOT’S organizational structure.
The employee study group recommended that the department move toward a structure that would better recognize the unique needs of urban and rural areas. It also recommended use of regional service centers to provide technical support functions for areas larger than a single transportation district. Currently, each of VDOTs nine districts has its own technical support functions.
“Andersen Consultants, a division of Arthur Andersen & Co., is looking at those recommendations in depth,” said Commonwealth Transportation Commissioner Ray D. Pethtel. “We have asked them to help identify functions that can be regionalized cost-effectively and to develop an implementation plan. The plan is expected to be completed by the end of this summer.”
The department is organized into nine transportation districts, with 45 residencies and 239 maintenance areas - a structure that has changed little since it was organized in 1922.
