The 10th District was newly configured, to include much of the Shenandoah Valley, during the General Assembly’s congressional redistricting last year. The changes in district boundaries moved Rep. Wolfs district to the west and virtually eliminated the old 7th District, captured by Republican Rep. George Allen in a special election last year. Rep. Allen is an unannounced candidate for governor of Virginia, having agreed not to run for re-election to Congress.

The changes caused some concern among the party officers about how organized the 10th District group would be; the concerns were dispelled by the convention, according to Mr. Rich.
