Since July 8, Environmental Systems Services (ESS) of Culpeper has been operating the plant. Plant operator Tim Falls was placed on administrative leave July 9. He resigned effective July 24 and declined to comment on the reports of the SWCB inspectors.
On April 15, the report states, upon inspection a pH electrode was found to be inoperable and a dissolved oxygen electrode was found to be not operating. These two pieces of equipment were later replaced.
The report notes that the operator wasn’t keeping full records of the times for each test and that the samples weren’t taken in full stoppered bottles. Also the inspectors April Young and Lyle Anne Collier reported they witnessed a “discharge of solids (activated sludge)...to the Thornton River.”
