at 11:15 a.m. They found the dechlorinators and chlorine tanks empty.
They noted that there were new pieces of equipment to replace those found defective during the previous visit. They left the plant, the report says, and went to the Sperryville cemetery and set up video cameras to wait until Mr. Falls arrived.
When he arrived a little after 4 p.m., the inspectors went to the plant to talk to him. They reported discrepancies between their observations and his statements.
According to the report, on June 4, the inspectors again visited the plant to deliver a Notice of Violation. Kathleen O’Connell of the Richmond office of enforcement and compliance came also. According to the report filed on that visit, when they arrived at 11:45 a.m., the fence was locked and no one was present.
