leased from the contract if the fluff ! fails to meet environmental tests, if the Department of Waste Management should change the regulations allowing the county to accept the material, or with a 30-day notice, if the county finds it is “not consistent with the county's best interests. ”

“What if the EPA says it is not suitable and we have to take it out?” Stonewall-Hawthom District representative Robert Anderson asked.

Hampton District representative Mike Massie noted that when the county had decided to build the landfill it had said it would not accept out-of-county trash.

Jackson District representative , Ellis Bingham said, “It is not trash.”

Hubert Gilkey, chairman of the board, said, “If we can make a savings for the taxpayers, I think we owe it to the county to do it. When we built the landfill, Culpeper was taking our trash. W$ knew we could have to take theirs. It will make a savings to have the tires shredded and the white goods collected. I realize there is some risk, but there is some risk in a landfill anyway.”

Col. Bingham said the income to the county from the contract with Davis Industries would amount to a three-cent savings on the tax rate.

“If everything goes right,” Mr. Anderson cautioned.

“It’s a chance,” Mr. Gilkey said. “I’m willing to take that chance.”

“It comes from somewhere else and is an industrial waste,” Mr. Anderson said.

“It would be more accurate to call it recycling residue,” Col. Bingham said.

Piedmont District representative Charles K. “Pete” Estes said Mr. McCarthy should be certain the contract spelled out that a ton is 2,000 pounds.

“If we’re going to vote on a contract, we should have the contract in hand,” Mr. Massie said.

Mr. Anderson made a motion that the county not accept fluff. Mr. Massie seconded the motion and it failed on a two to three vote.

Mr. Massie then made a motion to table the issue for two weeks until a contract could be prepared for the board to look at. That motion passed three to two.
