The board approved a legislative agenda to be presented to the county’s representatives to the General Assembly.
Under general government it opposes state mandates that aren’t funded by the state, opposes a strict interpretation of the Dillon Rule which “hampers the localities’ ability to respond to challenges,” calls on the state to encourage regional recycling facilities and supports “bottle bill” legislation, and supports using the telephone surcharge to cover the costs of personnel to operate the E911 emergency system.
Under planning and natural resources the legislative agenda favors expanding “impact fee” legislation to cover the costs of education, fire and police as well as roads, favors local option legislation to encourage “transferrable development rights,” and opposes “vesting” legislation “that restricts the ability of the county to plan for growth.”
Under finance, the agenda supports giving counties the same taxing and borrowing authority as cities, calls on the state to fully fund its share of the Standards of Quality in education and opposes any move to redistribute existing state funds “as a solution to disparity,” calls on the state to approve budgets for local constitutional officers on the present proportions by June 1 each year, and calls for returning 26 percent of lottery revenue to the localities for use in education based on the school-aged population.
Mr. Gilkey suggested that the board also oppose using taxpayers funds to support the stadium Jack Kent Cooke plans to build in Alexandria. He suggested that tax funds should not be used for roads, parking and metro stops for the stadium.
Mr. Massie opposed this suggestion because he said the state frequently builds roads that benefit private businesses and the citizens benefit from the businesses.
Mr. Gilkey suggestion was approved on a four to one vote. However, the board, has approved a policy that anything added to the agenda on the day of the meeting must pass unanimously. The board then passed the agenda unanimously without the policy on the Redskins, and the board will consider that at the September meeting.
