Mr. Swindler was present during this inspection, and he reported to the WSA that it appeared that Mr. Falls needed additional help and training to operate in a manner the SWCB would find satisfactory. He suggested that the new budget include funds for ESS of Culpeper to visit the plant on a regular basis during the current year. A sum of $1,000 was included in the budget for this purpose.
