Mr. Massie argued that his woodland is not easily assessible without crossing one or two streams. He said none of his land is tillable by conventional means and most of his land labeled tillable is in floodplain. “It is tender land,” he said. He said some of his land is wetlands which have been drained, but if they revert to wetlands they cannot be drained again.
Mr. Warner asked Mr. Massie if he had lists of pieces of land that are similar to his that are assessed lower.
