When it was apparent that the planners weren’t prepared to approve the plans as submitted, Mr. Baumgarnder asked if the application could be tabled to allow the owners time to modify the plans. The planners agreed, but said when t!he owners were ready, the application would have to be readvertised. . This month the new plans were ready. The additional rooms were in a'more compact form, a two-story lodge rather than a 12-room line to flve north. The number of additional overnight rooms had been reduced as had the capacity of the banquet hall. The number of additional parking spaces had also been reduced.
The owners also offered to have gil outside music stop at 11 p.m., to kit the high school cross-country team use the property and to let a ftiture tennis team or club from the pigh school use the court.
They also offered to shield outside lights from adjacent property and said horseback riding would be restricted to guests at the inn and that they would not go off the property without written approval from fither property owners.
Mr. Baumgardner again presented the case for the owners, saying, “It’s important to clarify the issue raised by folks in the audience that this is a commercial rezoning m the guise of a special exception. That is not the case. Lodges are allowed with a special exception in an agricultural zone.”
“This property is ideally located fpr a facility of this type,” he continued. “There is excellent access from tiie highway. As to precedents, every application rises and falls on its 0\yn. TTiere are not many such applications. This proposal involves bringing money into the county and hot driving up the cost of services.” . Architect Steven Beigel presented the plans for the buildings. Me said the lodge addition was designed to take advantage of the views to the west. He said part of the lodge would also include a maid’s room, library and play area for the children of guests. The total area of the lodge would be an additional *7,466 square feet and the banquet hall 4,447 square feet, he said.
John Hartline, who has property above the Bleu Rock, said he supported the application. He said he had a friend from Germany who visited the county for a week this past summer and stayed at the Bleu Rock. “He traveled around the county for a week, and when he left, he almost needed a truck to carry out all the things he had bought,” $lr. Hartline said.
Newbill Miller said when the zoning ordinance was adopted, there was a lot of objection, and that it almost didn’t pass. He said residents tyere particularly concerned with restrictions on commercial operations and restrictions on churches. ‘ “To support strong zoning and Subdivision regulations, they must be reasonable and sustainable politically,” he said. “People in this county want commercial activities to employ people.”
