• On Oct. 25, Settle charged Richard Wayne Stum, 29, of Luray, with possession of marijuana after the trooper stopped to check a vehicle parked along the shoulder of Route 626, just north of U.S. 211.
Settle reported that Stum was standing outside the 1988 Dodge pickup truck, and after talking with him the trooper arrested Stum from being drunk in public. A search in connection with the arrest, Settle reported, produced a bag of suspected marijuana, and Stum was charged with possession of marijuana.
