Not all of the gifts were so serious. The aforementioned lamp is an aging horse-head monstrosity that has been in McNear’s fourthfloor office for many years. And in addition to a framed copy of a Board of Supervisors’ resolution commemorating his retirement, Rappahannock County administrator John McCarthy brought a resolution from the county in which McNear resides.
