Since all girls undergoing abortions at abortion clinics are advised by “counselors” this bill is in fact a certain and effortless way to circumvent notice to all parents.
The bill further states that “conclusive evidence” of notice can be provided by simply showing that the notice was “sent in the mail,” to the “last known address of a guardian, an adult family member, or counselor. ..”
Therefore, a Virginia minor wishing to avoid notification could mail the notice to her sister in Alaska, where she was thought to be living years ago. Even if the letter happened to find the family member, the abortion would be long since performed prior to the letter’s arrival.
This bill is not only deceptive, but politically clever. Delegates who oppose parental notification will be running for re-election this November, and they know that the majority of Virginians favor parental notification.
Even Governor Wilder campaigned on a pledge to support it and President Clinton signed a genuine parental notification law while governor of Arkansas.
