I recently received the Direct Marketing Award from the Farmers' Direct Marketing Association of Virginia. 1 am writing this letter to express my gratitude to the Council for recognizing me with this award.

The State of Virginia’s campaign to enforce the I960 Use Tax Act. makes one mindful of some of the “Use-less" taxes imposed upon the early Colonists in the mid-lKth century. The Sugar Act of 1704, and the Stamp Act of 1765, were examples of “fiscal” measures imposed by Parliament, and later proved to be the sparks which ignited our American Revolution.
In Mr. Coulombe’s article, Ms. Janie Bowen ,‘Brown?’ of the Virginia Department of Taxation, failed to inform you readers that the State is not only enforcing this tax currently, but retroactively. In fact, the State of Virginia has gone at least, three, if not more, years retroactively. The State has also imposed an additional penalty of .26468 upon the .045 tax. To further incite the taxpayer, they advise if this fax is not paid within thirty (80) days, a 80
