I only wish that the increase could have been less. But as I sat through the meetings and work sessions of the Board (and participated in some), I am thoroughly convinced that under the circumstances, this is about as low as we could get. Even at that a part of the necessary funding has to come from paltry reserves, much to the consternation of the members, especially Piedmont District Representative Charles K. (Pete) Estes, who is not normally very vocal, but on this issue is sure to be heard.
