He would give the President line-item veto, which would also require a Contitutional Amendement unless the Constitutional responsibilites of hte House of Representatives are to be ignored. And he would set term limitations on members of Congress, an action that most likely also would require a Constitutional amendment.
It may come to pass that as the campaign goes on, one or more of the candidates, may take up proper Senate issues. It is important that they do. The political problems that the country faces today are of the kind that the drafters of the Consitution, persons like Madison and Mason, anticipated should be of special concern to the Senate. They are problems that do not lend themselves to short term fixes, such as might be offered within the two-year span of members of the House of Representatives.
