The measure of voter frustration against such limiting controls was manifest in the 1992 vote for Ross Perot. Some 20 million votes were cast in protest by persons, knowing that they were unlikely to win a single vote in the electoral college. The Federal Election Law limits individual participation in campaigns but gives special standing to corporate PACs.
