The Sperryville plant was cited for violations of its BOD and TSS limits, for exceeding the chlorine limit and failure to complete sewer system repairs agreed to in the consent order the WSA signed following problems at the plant in 1992.
Permit requirements are affected by the size of the stream receiving the discharge and the Chesapeake Bay Act, Mr. Swanson said. Additional standards are being developed to deal with nitrogen and phosphorus.
He said that water quality standards for discharge are typically higher than standards for drinking water.
