explained that “reconstruction” usually involves widening and paving a roadway and establishing ditches and adequate shoulders. With bridges, however, VDOT must also widen the approaches sufficiently to accommodate the work crews and equipment needed to deliver materials to the bridge site. ■ According to both Frazier and Moore, VDOT has a bridge crew that assesses bridge conditions annually. When the engineering “sufficiency rating,” a combination of safety and maintenance factors, deteriorates to a low-enough level, VDOT reports to the supervisors and asks for scheduled road closures to do the work.
In addition, the age and design of the bridge, and the proposed course of the roadway, often affects how the project is handled.

No. 25: Jefferson Road, Route 648, from Route 611 to dead end (length .35 miles). Reconstruction, widening and paving of a gravel road. Daily traffic count 57. Project start date July 2003, end date December 2003.
No. 27a: Hackley’s Mill Road, Route 645, from 2.40 miles north Route 637 (South Poe’s Road) to 2.45 miles north Route 637 (length .05 miles).
