The unwillingness of the supervisors to reconsider their own position is all the more puzzling since the comprehensive plan, which they themselves adopted, was not in existence in the 1980s when the decision to pave Route 621 was first made. The mile-long stretch in question would seem to fit, perfectly, the kind of road the supervisors described in the comprehensive plan where it states that unpaved, narrow, meandering roads contribute to the character of the county which we wish to preserve.
