The Virginia Wage and Salary Disbursement report for the county lists incomes as having increased by 5.2 percent from 1994 to 1995 and by a further 10.3 percent from 1995 to 1996. “There is a state restriction that counties can’t levy income taxes,” said County Administrator John McCarthy. “Some, like Fairfax, were specially empowered by an act of the General Assembly.”
