CONTROL LAW

The State Water Control Board has under consideration the reissuance ot the following Permit and State Certificate:

Permit No.: VA0024449 Name of Permittee: Shenandoah National Park Facility Name. Panorama STP Facility Location: Thornton Gap Developed Area. Skyhline Drive at U S. Rt. 211, Mile Post 31.5 (facilities straddle the Page/Rappahannock Co. line with discharge to Rappahannock Co.) Permittee Address: 3655 U S. Highway 211 East. Luray, VA 22835 Discharge Discretion: Existing Municipal; Discharge Flow: 0.015 MGD, 1 Outfall. Receiving Stream: Thornton River; Stream Mile: 27.9; Basin: Rappahannock; Subbasin: N/A; Section: 4; Class: III; Special Standards: q

This proposed permit action is tentative and consists of reissuing the facility's permit to discharge treated sewage wastewater On the basis ot preliminary review and application of lawful standards and regulations, the State Water Control Board proposes to reissue the permit subject to certain conditions. The following parameters are limited: ph 6.0 min, 9.0 max; BODS 36 mg/1 max; Suspended Solids 36mg/l max; Residual Chlonne nondetectable max; Dissolved Oxygen 6.5 mg/1 min; and Ammonia-N 15.5 mg/1 max. This permit will maintain the Water Quality Standards adopted by the Board.

Normally, liquid sludge is taken to the Luray STP tor turther treatment and disposal. When this is impractical, sludge Is taken to one of three other Park wastewater treatment facilities for drying, then disposed of in the Page County landfill

Persons may comment in wnting to the DEQ on the proposed permit action within 30 days from the date ot the first notice. Only those comments received within this period will be considered. Address comments to the contact person listed below Comments shall include the name, address, and telephone number of the writer, arid shall contain a complete, concise statement ot the tactual basis for comments. Requests for a public heanng shall state the reason why a hearing is requested, the nature of the issues proposed to be raised in the public heanng. and a brief explanation of how the requester s interests would be directly and adversey affected by the proposed permit action The Director of the DEQ may decide lo hold a public heanng if public response is significant.
