Of course, Warner, given his flashy performance in seeking the Senate seat, could opt to run for Senate in 2000 if Democratic incumbent Charles S. Robb decides to step down. But even in that case, Warner might not be eager to take on former Gov. George Allen who would be the oddson favorite for Republican nomination should he want it, which he probably will.
It seems likely that there will be a hotly contested battle between Hager and Early for the GOP gubernatorial nomination, meaning both candidates will have to spend large sums of money. Presuming Warner got the Democratic nomination in the cheap, that would leave him with loads of cash - much of it his own- in the general election.
