, Dr. Gangel discussed the use of end-of-year funds, as available, to finance RCHS roof repairs. If approved by the Board of Supervisors, these surplus funds would be returned to the schools and would supplant, all or in part, the $128,000 cut by the Supervisors in the budget process. Dr. Gangel cautioned that at least an additional $63,280.49 was required to be spent on school capital projects in the 1999-2000 fiscal year in order to meet matching fund requirements and not lose some $106,000 in state lottery funds.
School laws
Board members Crocker and Makela reported on a recent school law conference in Charlottesville. Discussions at the conference included drug testing and privacy; a recent Supreme Court decision on sexual harassment in a Georgia school; the requirement that schools provide for the needs of “medically fragile” students; and school board access to personnel records. In the Georgia case, Mr. Makela reported, the school was found liable for not preventing the harassment, but standards for school conduct were established that he said would not be difficult to meet, requiring, for example, a reporting system for harassment that students were aware of and could easily use.
Other Activities
• Jenny Stanley, who will replace Mrs. Johnson as chairperson, reported on the School Renewal Program. Ms. Stanley was a member of a three person SACS accreditation team that recently visited a K-7 school in Hot Springs, Virginia, and noted that RCES compares very favorably with the Hot Springs school. She also discussed realignment and consolidation of the renewal team with school instructional teams.
• The Board’s Finance Committee noted that a recent asbestos test indicated no asbestos presence.
