elected, changes will not be swift. “I will be one of five members on the board, and I have no illusions about going in there and making wholesale changes overnight,” said Warner.
He also said that you cannot expect test scores to rise and administrative costs to drop right away, adding, “No one can expect me to go on the board and have a dramatic effect on pupil test scores and administrative costs.”
When asked what he plans to do as a school board member, Warner replied “I expect to use my budgetary, management and analytical skills to understand what the issues are, get on top of them in a hurry and seek the input of the community: And where necessary, to inform the community about at-large issues that are just a little below the surface of public domain.”
Warner believes that an important part of running any educational or government program is to make the public aware of issues that may be hidden from public view.
Like everyone else, taxes are an important issue to Warner. He commented “While there should be no question that I fully support quality education in a safe learning environment for all of our children in the Rappahannock school system, and decent living salary levels and other basic concerns for our teachers, I am fundamentally committed to achieving these goals through the application of strong budgetary, fiscal and management practices, while keeping to an absolute minimum the one source of revenue which the county has for financing its portion of educational programs, Real estate taxes.”
