cooperatively with local governing bodies to construct and maintain dams throughout our country.
In the 1960’s the USD A and the Soil Conservation Service (now Natural Resources Conservation Service) constructed fourteen dams within the Culpeper Soil and Water Conservation District (CSWCD), five in Culpeper County and nine in Madison County.
The CSWCD was the local sponsor for these dams that were built on both private and public lands. With this sponsorship came the responsibility for the District to uphold the operation and maintenance of these dams. The District continues to hold the responsibility for thirteen of the dam structures. White Oak Dam’s operation and maintenance responsibility was transferred to the Rapidan Service Authority.
Operation and maintenance are crucial to dam safety. Responsibilities of the CSWCD include:
• Annual inspections
• Hiring contractors for routine mowing and maintenance
• Critical period inspections and monitoring (i.e., during times of flooding)
• Keeping spill ways clear of debris
• Preventing trees or bushes from growing on the dams
• Eliminating burrowing animals from the dam embankments
• Maintaining a healthy stand of grass on the dam and spill ways to prevent erosion
