interpreted locally to require Rappahannock County to provide here what amounts to spot industrial zoning to serve cellular companies. But, certainly, that Act does not tell the County where to place those zones, or the details of the policies by which those zones will be governed.
The Act does not require the County to accept whatever a cellular company proposes, nor does it over-ride the scenic, historic, and private property value protection policies of our ordinances. On the contrary, Federal law provides that the County may subject a cellular company to any “reasonable” land use regulation.
