Indeed, almost every court decision interpreting the Act has upheld the land use regulations that local governments - including several Virginia counties - have imposed in order to protect themselves from cellular facilities that do not fit their needs. All that the Federal Telecommunications Act really requires of Rappahannock County is that we not prohibit cellular service - we already have spotty, unsatisfactory service - and that we not discriminate in favor of one company against another (so maybe we should think twice about a 199foot tower for Sprint).
