Barbara Stockton, Town Council candidate and Planning Commission member, recently voted with the Planning Commission majority to recommend denial of the zoning ordinance change, and her selection for the Town Council would virtually guarantee the final defeat for the proposed amendment. The selection of candidate Gene Leggett is seen as a means of thwarting the defeat of the proposed zoning amendment, but his candidacy was opposed first on the grounds that he does not meet the residency requirements for a Town official.
After introductory remarks by Mayor Stew Willis, Mr. Bennett initiated discussion on the Council appointment by describing the requirements for qualification of an appointee. He noted that he had consulted with County Attorney Peter Luke and that they concluded, on the
