This, according to Stockton supporters, would mean that Mr. Leggett was not qualified because he has not yet taken residence in his new home in the Tbwn.
The interpretation of the rules for qualification and the residency of Mr. Leggett were argued at length by 'Council members and the public, but the often heated discussions did not appear to influence the positions of those voting. Mayor Willis and Council members Alice Butler and Jeff Benson, who had voted (as the Council’s representative to the Planning Commission) to recommend denial of the zoning ordinance amendment, all voted for the appointment of Ms. Stockton,
