A primary solution to the problem, they say, is for Rappahannock officials to “encourage owners of use value land to place all or some, of their land under easement.” They note though that the County cannot impose such a requirement on landowners and suggest a change by the Virginia General Assembly “in the way that the LCI considers land taxed at use value” is “the only way to fully address this problem.”

The authors of the Executive Summary of the final report, the LCI Study Committee, place a somewhat greater emphasis on the easement solution. They conclude, “A more viable approach would be for local officials to encourage landowners to make use of Open Space Easements in lieu of, or in addition to land use value taxation. Open Space Easements reduce the market value of land for tax purposes, lower Rappahannock’s LCI, and thereby increase state aid for public schools.”
