recede as Iraqi forces acquire greater capability and legitimacy. We can then turn attention to the long-delayed reconstruction effort, and we can set a timetable for orderly withdrawal over the next several years.
The stakes could not be higher. If credible elections prove impossible, Iraq will erupt in a civil wrar that our occupying army will be powerless to end. The result: Quagmire, and eventual ignominious withdrawal. The Iraqis will not accept a partial election or postponement. And the American people, half of w’hom already believe that the w'ar was a mistake or not worth the cost, will turn decisively against the war next year.
