“As governor, the projects I would begin within the first 120 days after my inauguration in Northern Virginia are the following:
“Ask President Bush to Tast track’ Environmental Impact Studies to move forward on environmental assessments, design, and engineering for much-needed major highways, bridges and connectors:
• “The Western Bypass — complete environmental study and secure the right of way, easing congestion on 1-95 and the Beltway and protecting U.S. 15 as a ‘Historyland Highway.’
• “Interstate 66 — lane expansion inside the Beltway with ramp improvements.
• “Metro — use eight-car trains instead of the current standard of six and support expansion to Tysons Comer and Dulles.”
