here’s the challenge ... here we have a mayor and town council trying to deal with a hard problem that is not a problem of their own making.... The people doing something wrong are the federal government for not enforcing the law.... Have the INS (now Immigrations and Customs Enforcement) come set up a card table and check people’s bona fides.... If you did that four or five days, there wouldn’t be a day labor center in Herndon. But the INS doesn’t want to do that.”

“The first two priorities I will have in drafting a budget will be fully funding the K-12 formula and then fully funding the college base adequacy formula for higher education. I will first do those two things and then see what other money we have....
“We’re in a knowledge- and information-based world, and we’re'not competing against Baltimore and Charlotte anymore. It’s Munich, Shanghai and Bangalore. ... I’m not sure GMU (George Mason University) is happy with the way the formula treats them.
