“Home owners are saying, “Give us a break.’ Under current Virginia law, the only way to do that is to give everyone else a break, too.... I want to put into law that boards of supervisors, in times of dramatically escalating home assessments, could just target to home owners and exempt some portion of the value of the home from the tax bill, instead of a general rate roll-back.... This would be an optional tool to use in times of dramatic rising residential assessments, to target tax relief to home owners. It’s different from a cap on assessments ... it’s not mandatory.”
