The permit
The permit, an initial version of which has already been drafted by DEQ, is intended to set standards for the maximum levels of specific contaminants allowed to be present in the Rush River. The contaminants regulated by the permit include fecal coliform bacteria, chlorine, Nitrogen, and phosphorous, among others.
Many of these will be present in the effluent Washington proposes to pipe into the Rush, and all of them are already present in the river to some degree. Most notable among these is the fecal coliform bacteria, present in all animal waste and toxic in large amounts.
