According to Paul Farmer of RLEP, such permits should be drafted to account for all flow levels of a river, as changing water levels can strongly affect the relative concentrations of harmful substances.
“I would ask the Board to require DEQ to write the discharge pollution requirements more strictly,” said Farmer.
Monira Rifaat of the Culpeper Soil and Water District also found fault with the permit.
“The nutrient levels in the permit do not appear to have any relationship to the protection of the Rush , these regulations come from statewide regulations for protecting the Chesapeake bay, not the Rush,” said Rifaat.
Ultimately, the comments of the public may not have a strong effect on the deliberations of the State Water Control Board.
