The Rappahannock County Board of Supervisors met on April 3 with a somber atmosphere and a large audience, both due to the absence of Piedmont District Supervisor and BOS Chairman Charles K. “Pete” Estes, who passed away at the age of 71 on April 1. Prior to the meeting, members of the public were told that the public comments phase of April’s BOS meeting would be devoted to remembrance of Estes, and many citizens attended the meeting to participate.
“It is with sadness that I call this meeting to order,” began Vice-Chairman Robert Anderson. Estes’customary seat at the head of the table remained empty for the meeting, with the exception of a wooden box containing an American flag that had flown at the' Rappahannock County Courthouse, later presented to Betty Anne Lillard Estes, his widow. Members of the public who spoke at the meeting included Commonwealth’s Attorney Peter Luke , who read from the minutes of Estes’ first BOS meeting in 1981, and Washington Mayor Eugene Leggett, along with almost 20 others.
