tial draft of the Rappahannock County 2007-2008 budget may be delayed by several weeks awaiting developments in the Virginia General Assembly. The delay is due to a probable rate hike for Virginia Retirement SystemsCVRS), which provides retirement benefits for Virginia public employees.

“The rates are scheduled to go up considerably,” said McCarthy, referring to current draft legislation under consideration in the General Assembly. Other factors affecting the forthcoming budget include a 21 percent increase in health insurance costs for comity employees, funding concerns for the proposed regional jail, and the forthcoming construction of new county offices on Bank Road. The road itself was entered into Virginia’s system of secondaiy roads on Monday, and will be henceforth maintained by VDOT.

DEQ permit

Several months ago, acting on a request from the then newly formed group The Friends of the Rush River, the BOS hired a consultant to examine Washington’s application to DEQ for a draft permit to discharge into the Rush River.

“The treatment levels proposed are sufficient to protect the publicsaid McCarthy, summarizing the consultant’s report. However, the consultants did indicate that Washington’s proposed plant will likely have to apply for further permits regarding the levels of metals within a few years.
