System stability does not mean there is not enough energy. What it means is that demand on a hot day rises quickly, more quickly than the generators can keep up with. What happens is the generators act like a brake on the turbines slowing them. Our alternating current appliances run on a frequency of 60 cycles per second. If the turbines slow, the frequency falls and voltage falls below 110, lights dim, but don’t go black. In this case, more bulk power is not the answer. Shedding load or additional fast response generation close to the load will maintain frequency and voltage. A 3,000 MW 240-mile line is overkill by almost 10 times.
