But PEC wants particulars about Dominion’s operation. “We really need to see a lot of where demand is being put on the system,” said PEC consultant Jeffrey D. Watkiss, a lawyer with the Washington, D.C. office of Bracewell & Giuliani. “And really, Dominion alone has that information, because it’s their system. Tbey have the franchise monopoly granted by the state.”
The Dominion bar chart on electricity demand “doesn’t tell us what the assumptions are, what historical data it’s based on,” Watkiss said. / Asked about PEC’s information requests associated with specific projections for demand, Smatlak replied: “What they’re asking for we don’t readily have available.”
