PJM and its member utilities have historically been capacity constrained —- not enough wire to serve their markets. The EP [energy policyJAct 2005 has given PJM an opportunity to solve this problem in the best way utilities know, build more wires.

In focus today is a 500 kV line running from Mt. Storm, W.Va., to Doubs, Md. Under a “system contingency” the Doubs line could overload, causing breakers to trip taking the line temporarily out of service. The load centers still must be fed and the generators would keep running, shifting power to other lines. Electricity flows along the path of least resistance, not the shortest route. Other lines may overload causing cascading trips and the dreaded blackout. Large coordinated systems such as PJM are less vulnerable to contingencies with more wire to move power from source to load center. Modern solid-state monitors and controls react quickly and automatically to manage the situation, in some cases shutting down non-critical demand. This is where megawatts matter. Bulk power transfer is crucial and big wires and a lot of them make it happen.
