At first glance, Davis appears to be the epitome of the conservative, pipesmoking, dark-suited millionaire; in a sense, he is. But he is also a liberal to moderate on social issues, being a backer of the Equal Rights Amendment, opposed to the death penalty, and being philosophically against abortion but unwilling to allow the state to intrude in a mother’s decision to have one if she feels it is necessary.
On particular issues, Davis:
—said the Social Security system “must honor its commitments,” and that he is prepared to take “whatever steps are necessary to maintain the integrity" of the system.
— would “reluctantly” support a constitutional amendment to require the Congress to balance the federal budget, but says such a provision is a “terrible admission” that Congress cannot do it on its own.
—is opposed to the deatn penalty primarily on moral grounds. "I think that when one says that one believes in the Commandments and ‘Thou shalt not kill,’ it’s no different, in my judgment, for the state than it is for the individual.”
