Trible has also criticized what he said was Davis' support of former President Carter’s decision to have the aircraft carrier Saratoga overhauled in Philadelphia, rather than at the Newport News Shipbuilding and Dry Dock Co., in Trible's congressional district. Trible said if the ship had been overhauled in Newport News, it could have been done for $100 million less and created 2,600 jobs in the state.
In last year's campaign for lieutenant governor. Republican Nathan H. Miller attacked Davis on the same issue. Davis said then that Carter sent the job to Philadelphia because of high unemployment there, but then authorized the overhaul of the aircraft carrier Nimitz at the Newport News facility.
On other issues, Trible:
— favors repeal of the Davis Bacon Act. which requires the federal government to pay prevailing wage rates on federally-funded construction projects. He said the legislation drives up construction costs.
—supports procedural changes in the federal budget process that would strengthen the President's rescission powers and that would curtail federal agencies from spending the balance of their appropriations in the closing days of the fiscal vear.
— supports efforts to reduce nuclear weapons, but said it is not "prudent to freeze now and talk later."
