Leash Law

The council discussed problems of enforcing the recently-enacted town leash law. “We can’t really begin to enforce the ordinance until we hire a dog warden." the mayor said. "So far, we’ve found no one who's been able to take the position." The council agreed that they would be unable to build a facility to house impounded dogs, so that the dog warden's duties would be mainly observing the animals in violation of the ordinance and enforcing the fines.
