In an announcement planned for radio release, 7th District Congressman J. Kenneth Robinson called for further exploration of the payment-in-kind concept proposed by the administration and personally supported by President Reagan in an appearance before Washington reporters last Thursday. “It’s hard to see how there can be substantial improvement in grain prices for farmers until we manage to reduce the huge surplus now overflowing grain storage facilities," Robinson said.
He added, that as far as he was aware, any action required to initiate such a program would come from the agriculture authorizing a committee and not from the appropriations panel, of which Robinson is a member.
The payment-in-kind (PIK) proposal was introduced last week by Agriculture Secretary John R. Block. The plan is aimed at reducing the huge federal stockpiles of surplus grain while reimbursing farmers who agree to keep their fields idle. Farmers could then draw from the surplus to sell or to feed their own stock. Block estimates that his plan could save as much as S5 billion between 1983 and 1985.
