He said the SWCB was “very, very sympathetic” with Sperryville’s plight but that the board faced a dilemma. The project has been waiting "quite some time" for the local share of costs on the sewage system to be lined up, Simmons said. That local share was to come from the block grant program and when that fell through, the SWCB had no option but to allocate the SI.4 million elsewhere.
The procedures for reconsidering Sperryville's construction grant will be the same whether the WSCB's action is described as a “bypass” or a “deferral,” Simmons maintained. If a block grant is awarded this summer, the question of the $1.4 million construction grant will be brought back before the SWCB and “we'll dig down to try to find sufficient funds,” the director promised.
