Democratic members of the Agriculture subcommittee appear to be willing to give the president's proposal at least a beginning efforts.
Other Democrats were skeptical. After opponents pressed Block for details which he was unable to supply. Howell Heflin (DAla.) was quoted in last Friday’s Washington Post as saying that he didn't want a PIP (Pig in a Poke) program.
Block agreed that the program is still just a vague concept, but added that he would need congressional approval for at least two of its components before going any further: the freeze for the deficiency payments and approval to send surplus grain to needy countries, further reducing huge Federal storehouses.
